1. 签证与入境（政策解读）

中国普通护照赴申根区（法国、意大利、德国、西班牙、荷兰等 27 国）旅游需办申根短期签证（C 类），在主要目的地国家的使领馆申请（行程最长或首入且停留最长的国家）。

  • 停留规则：每 180 天内累计停留不超过 90 天（90/180 规则），可一次或多次入境。
  • 所需材料：护照（有效期覆盖行程 + 6 个月以上）、行程单、机票酒店预订单、在职/资产证明、旅行医疗保险（保额≥3 万欧元）。
  • 预约紧张：旺季（春/夏/年末）预约难，建议提前 2–3 个月准备并抢号。
  • 首入国：一般先到签证签发国入境最稳妥；若行程变动大，备好材料应对边检询问。

2. 各国 VAT 退税门槛（政策解读）

欧洲增值税（VAT）普遍 19%–25%，游客购物可退其中的 VAT。退税门槛按"同一国家、同一商店、同一天"的一张小票计算，各国门槛不同，下表为常见标准（以官方/退税运营商最新公告为准）：

"Effective" is not the full VAT: Operators (Global Blue, Planet, etc.) deduct a service fee, and only the amount above the threshold counts. To meet the threshold, shop at the same store on the same day.

3. 在最后离境机场办退税

多国行程的 EU 退税单，在"最后离开欧盟"的那座机场一次性交给海关验核——先海关盖章（或自助机扫码），再退钱。

  • 顺序：先到海关/退税柜台验核（出示商品、小票、护照、退税单）→ 盖章 → 再到退钱窗口/机器取现或退卡。
  • 托运行李：需验核的商品若托运，要在托运行李前完成海关验核（多数机场设"customs before drop-off"通道）；随身小件之后过安检再办。
  • 瑞士单算：若行程含瑞士，瑞士退税单在瑞士离境时办理，不并入欧盟那张。
  • 退款方式：退信用卡/支付宝（Global Blue 等部分支持 Alipay）通常最省心；现金退有手续费、且可能要排队。
  • 保留凭证：退款到账前保留所有小票与退税单复印件，金额异常及时联系运营商。

For multi-country trips, hand all your EU refund forms together to customs at the last airport you leave the EU from — get the stamp (or scan at a kiosk) first, then collect the money.

  • Order: Go to customs/the refund desk first (show goods, receipts, passport, forms) → get stamped → then the payout window/kiosk for cash or card.
  • Checked luggage: Goods to be checked must be verified by customs before you drop the bag (most airports have a "customs before drop-off" lane); small carry-ons can be done after security.
  • Switzerland separate: If your trip includes Switzerland, its forms are handled at Swiss exit, not with the EU batch.
  • Payout: Credit-card / Alipay (Alipay supported by some Global Blue etc.) is usually smoothest; cash refund carries a fee and may mean queues.
  • Keep proof: Keep all receipts and form copies until the refund posts; contact the operator if the amount looks wrong.

5. 避坑

  • 门槛不能跨店/跨国凑：每张小票需在本国本店达标；同一品牌不同店的小票不合并。
  • 商品要"新"：退税商品须未拆未用、保留原包装，海关/机器可能查实物（含托运件）。
  • 先海关后托运：需托运的退税商品，务必在托运行李前完成海关验核，否则无法退税。
  • 瑞士别混：瑞士是单独退税体系，离瑞士时单独交单，别和欧盟小票塞一起。
  • 留意退款到账：退卡/支付宝通常数日到账，保留凭证；现金退手续费高、还可能限额。
  • 签证别超 90/180：申根停留严格按 90/180 天算，超期影响日后签证。
